Helpless toddler found tied to wire fence with cord around the neck (Photos)

A helpless toddler was discovered strapped to a chicken wire fence using a bungee cord by a horrified neighbour.
Matt Knight was mowing the lawn at his home when he heard the trapped child screaming.
He went across the street to be met with the shocking sight of the youngster tied up in the elastic cord.
Before he called police, he took a picture of the disturbing scene.
He told KHQ :

“I walked over there and the kid, like the photo you saw, was strapped or caught up in some of the bungee strap to the fence.I just wanted some photo evidence versus a bunch of hearsay.
“That strap or bungee cord was pretty much at neck level - she was up on her feet, but she was kind of struggling around her neck.”

According to the station, police have been called to the property twice before in the previous month when children were left unattended in the street.
A woman claiming to to be the child's mother said she was just tangled up in the cords - but would not say why the youngster was out of the house alone.
