According to Thames Valley Police ,
A 43-year-old woman was arrested under section 19 of the Public Order Act.Section 19 relates to "the display of written material which is threatening, abusive or insulting with the intention of stirring up racial hatred, and for producing malicious communications."The woman has been named locally as April Major, proprietor of Oxfordshire at-home salon Blinks of Bicester.
She has not as yet been charged with an offence.

This happened in England where there are Law & Order prohibiting racial / religious discrimination . She is not threatening life but deliberating discriminating to provide services to others excluding the Muslims.
